PROJECT PURPOSE

Addresses several needs related to aging facility currently housing the Norman Police Department. Remodel will include increased efficient use of spaces, improved customer services, significant security increases to maintain operations, modern restroom and staff areas, and ADA compliance that are not met in the current structure.

EVIDENCE

The police department facility was built in 1984. Through time, the use of the facility has changed several times over. The city municipal court and communications division are currently in the process of developing facilities that will relocate them from the main police building. The current structure is not ADA compliant and fails to provide adequate facilities for a modern diverse workforce. The facility also lacks modern life safety systems including modern fire alarms. Remodel of the facility will address all of these concerns.

POPULATION DESCRIPTION

The current facility, built in 1984, contains many barriers for a modern diverse workforce. Primary among the limitations are many ADA obstacles requiring significant updates. In addition, the current facility fails to provide adequate services (restrooms & locker rooms) for the diverse genders of our employees. This design, which we strongly desire to address, creates unnecessary barriers for future employees who may, as a result, look to other agencies as their future location of employment. The current facility also provides limitations on our ability to host community events or tours necessary to build trust with those we serve, especially youth. During the pandemic our ability to build relationships, recruit, and hire a diverse workforce reflective of our community, has been hampered greatly. Having adequate, modern facilities will help remove barriers in our efforts to address these obstacles.

PERFORMANCE MEASURING

The project will be monitored during all phases of design and construction to ensure budget and timelines are met. Upon completion of the project performance measurement will be attributed primarily to staff productivity, feedback, and abilities to more efficiently perform our departments mission. The specific program milestones will be accounted for in our departments annual strategic plan.
