PROJECT PURPOSE
The City owns a wastewater treatment facility (WWTF) that utilizes flow-through lagoons with two primary cells and two secondary cells. In 2007 there was a study of discharge into the Canadian River and its watershed between Union City and Purcell, including Buggy Creek in Minco. The ODEQ under the OPDES issued a new permit for the City of Minco. Due to the restrictions of the proposed discharge permit, the existing lagoons are unable to store the flows received during the seven months of no-discharge period. The purpose of this for the City WWFT to satisfy the requirements of the new discharge permit.

POPULATION DESCRIPTION
The water and sewer system with in the City of Minco was impacted by more residence stay at home caused increased to the water and sewer uses, lost of income put strain on the amount the City was able to collect for providing water and sewage use for the community. Restriction placed on the staff along with other small business with in the community along with weather condition caused delay with implementing the project. Lack of funding, Benefit of the program will help remediating inadequate infrastructure, provide flexibility to the City with two means of dealing with treated wastewater.
