PROJECT PURPOSE

Installation of approximately 72,000 L.F. of line replacement and additional line, a proposed water storage tank, rehabilitation of two standpipes, and a proposed booster system.

EVIDENCE

Previous expansion of the water system, undersized water lines, deteriorated water storage, and underrated piping are all issues within the PPWA water system. These issues can cause high and low pressure areas, breaks and leaks, water loss, and higher O&M costs. Line failures due to line breaks create negative pressures throughout the system. The negative pressures could lead to contamination of the system and loss of property and/or life. The line failures also can cause significant water and revenue losses.

POPULATION DESCRIPTION

Porum, OK has a poverty level of 33.9%, more than double the statewide average, and a Native American population of 13.2%. The median income is $27,137 which is half of the statewide average. The population of the Town of Porum is only 602, but the Public Works Authority owned by the Town of Porum serves approximately 5,000 people with water service. Due to supply issues and inflation due to Covid 19, the cost of completed the project has risen from $3.5 million to $6.3 million. This is an unrealistic debt amount to incur for the demographic of this community, but the project is desperately and critically needed to ensure the continued access of this area to clean, safe drinking water. The Porum PWA has already suffered the loss of an existing tower that served the Town of Porum during the Winter Storm of 2021.

PERFORMANCE MEASURING

The project will be overseen by our engineering group, which will provide a Resident Project Representative daily who will be on site. Our superintendent will also be overseeing the project and dealing with any daily issues that arrive. All data will be collected from these sources as needed.
