PROJECT PURPOSE
The City of Sand Springs has need to improve storm sewer capacity in a basin identified in attached documents. This area is subject to recurring flooding which has direct impact to an industrial/commercial area serving businesses such as Webco, OGI, Cust-o-fab, Parker Plastics, Sterling Chemicals, Dunham's Asphalt, Fullerton Systems among others, as well as the City of Sand Spring Waste Water Treatment Facility. Stormwater infrastructure in this area was constructed well before current stormwater design criteria and standards were developed by the State and implemented by the City.

POPULATION DESCRIPTION
Businesses and Citizens of the City of Sand Springs located in Census Tract 92, Block Group 2, of Tulsa County, Oklahoma as defined by HUD is considered Low-Mod consisting of a vulnerable population of citizens that have been disproportionately impacted by the pandemic. Participation in this program will help to aid in serving this portion of our Community by mitigating flood prone areas that affect commerce, traffic, critical municipal infrastructure, etc.
PERFORMANCE MEASURING
This project will be administered by the City of Sand Springs Public Works and Engineering staff. Current bidding and procurement procedures as set forth by state statute and City policies will be followed. All procedures as set forth by ARPA guidelines and State of Oklahoma supplemental guidance will be followed. Documentation of all aspect of this project will be retained for a minimum of 7 years.
