PROJECT PURPOSE

The COVIID-19 Pandemic exposed weaknesses in the emergency management chain-of-administration at the City and County levels of government. These weaknesses expressed themselves primarily in ineffective multi-jurisdictional communication and coordination of COVID relief efforts. In order to prevent future breakdowns in coordinated relief efforts during any local, state or national emergency, the City of Claremore in regional partnership with the following entities: Rogers County Board of County Commissioners, Rogers County Sheriff?s Office, Grand River Dam Authority, Oklahoma Department of Public Safety, Northwest Rogers County Fire Protection District, Tri-District Fire Protection District, Tiawah Volunteer Fire Department, Verdigris Fire Protection District, Limestone Fire Protection District, Claremore Fire Department, and Claremore Police Department Propose the development of a Regional Joint Emergency Management Training Facility that will bring together and centralize training activities for the first responders located in Rogers, Mayes, and Craig Counties. This facility will be central in our ability to breakdown the barriers emergency managers had to overcome during the COVID-19 pandemic and begin immediately providing relief to our most vulnerable citizens.

Brief Description-Crisis response and the management of emergency situations requires the collaboration of multidisciplinary agencies encompassing the full spectrum of technical, organizational and cultural interoperability. ? Problem the intervention is designed to address- Interoperability has been commonly understood to relate to technical systems but leadership has often failed to realize the full appreciation of the interoperability of organizations and personnel. ? Intervention procedures-Unifying training and providing a singular space for training activities. ? Critical components of the intervention- Construction of a single training space. ? Materials needed- Adequate financing and vested stakeholders.


POPULATION DESCRIPTION

The City of Claremore- is a community that is the County Seat of Rogers County, Oklahoma with a population of 19,069 and a median household income of $40,206 which is roughly 83.6% of the median of the State. It is a qualified census tract and has a poverty rate of 16.8% which is higher than the Tulsa MSA at 14.9%. Rogers County- County located in northeastern Oklahoma with an estimated population of 92,459 and a median household income of $59,828. It has two qualified census tracts located in Claremore, Oklahoma and Chelsea, Oklahoma. The county?s poverty rate is 9.9%. Mayes County- County located in northeastern Oklahoma with an estimated population of 41,100 and a median household income of $50,012. The county?s poverty rate is 16.9%. Craig County- County located in northeastern Oklahoma with an estimated population of 14,115 and a median household income of $43,003. The county?s poverty rate is 17.5%.

PERFORMANCE MEASURING

The City of Claremore uses key performance indicators in the three different phases of a project life cycle: Procurement stage, Project Phase and Phasing-out stage. These key performance indicators include: Capital cost, construction time, time predictability, cost predictability, defects, safety, productivity and turnover. Meetings before, during and after each phase of the project cycle will allow the team to assess all the key performance indicators to ensure the project is proceeding as outlined in the project documentation.
