PROJECT PURPOSE
The purpose of this project is to modernize and expand STEM facilities on the campus of Rose State College through the construction of a new facility. The current facility is nearly 50 years old and, due to its age, lacks adequate spaces for modern engineering programs, has outdated laboratories for all STEM programs, and needs costly HVAC system improvements and room upgrades to allow for a safe teaching environment due to COVID. This new facility will include improving classroom size and accessibility, modernizing the HVAC system, increasing outdoor student spaces, and creating flexible, multimodal spaces for STEM, Workforce Development, and Healthcare programs. The goal of these enhancements is to increase STEM, and more specifically engineering and engineering-related enrollments and graduates, thereby providing essential talent to Oklahoma?s employers and economy.

POPULATION DESCRIPTION
Black and Hispanic communities are traditionally underrepresented in STEM fields. This discrepancy was exacerbated by the COVID-19 pandemic. Improvement of STEM education facilities will allow for greater representation of these communities in certificate, associate degree, and transfer degree opportunities. Additionally, increasing the number of STEM graduates will benefit the state by replacing workforce that was lost as a result of the pandemic.
PERFORMANCE MEASURING
Completion of facilities within 36 months of receiving funding. Once complete: 1.)increase annual Engineering AS transfer degree enrollments and graduates by 15% in five years and 30% in ten years. 2.) Increase the number of engineering related workforce certificates and applied science degrees awarded by 20% in five years and 40% in ten years.
