PROJECT PURPOSE
Provide a Joint Operations Center (JOC) for the Oklahoma National Guard in order to support State Emergency Operations. This facility is located ~ equidistant between Oklahoma's two major Metro areas and will serve as the back up JOC facility for Oklahoma Emergency Management (OEM) as well.
EVIDENCE
During the recent COVID-19 emergency in Oklahoma, the National Guard utilized a sub optimal facility (classroom space) at its regional training institute for COVID-19 response, to include daily command and control of forces and briefing the GOV. This facility was located in OKC , and an incident which takes OKC out of play would also eliminate our ability to command and control in an emergency. This facility is needed to develop a modern professional facility to command and control Oklahoma National Guard forces on State and Federal duty in support of the citizens of Oklahoma.
POPULATION DESCRIPTION
This project protects the entire state of Oklahoma. Specifically, it would support future emergency operations in a similar pandemic or other catastrophe in disadvantaged populations such as nursing homes, and rural Oklahoma where the Guard might be called upon to act in extremis.
PERFORMANCE MEASURING
We routinely utilize state and federal matching funds to build and maintain our National Guard facility Infrastructure. We maintain a team of employees who capture all metrics required for construction and maintenance of projects to ensure proper accounting and Federal reimbursement.
