PROJECT PURPOSE

Moore Norman Technology Center is ideally situated to support critical Oklahoma workforce needs by creating and offering much needed aerospace training programs. MNTC has a 50-year history of positively impacting workforce and economic development in Cleveland County and Central Oklahoma, providing high demand training programs and developing highly skilled workers for high wage jobs. MNTC is a key partner in diversifying Oklahoma?s economy. The purpose of MNTC Aerospace Training is to prepare skilled airframe and powerplant certificated technicians, certified machinists, certified welders, and sheet metal workers to address the workforce demands of 1) Tinker Air Force Base, 2) existing aerospace manufacturers, and 3) other current/future Central Oklahoma aerospace companies whose sustainment and growth depends upon these skilled workers. Whether attending an MNTC STEM program embedded in a Moore or Norman high school or a career and technology program at Moore Norman?s Franklin Road campus, students complete with marketable and transferrable skills that fulfill MNTC?s mission: preparing for success, changing lives, and building better tomorrows. Investing in aerospace training prepares the Oklahoma aerospace industry and MNTC graduates for success.

EVIDENCE

The primary sources that validate the need for aerospace training include: 1) The Greater Oklahoma City Region Aerospace Industry: Industry Survey and Economic Impact Assessment 2020, 2) The Oklahoma Department of Commerce Aerospace Brief, 3) TINKER AIR FORCE BASE FISCAL YEAR 2022/2023 HIRING FORECAST from the Civilian Personnel Office, 4) Boeing?s Pilot and Technician Outlook Report 2020-2039, 5) 2021 Pipeline Report & Aviation Maintenance School Directory from the Aviation Technician Education Council. 6) Tinker Air Force Base Office of Public Affairs; 7) Greater OKC Chamber Velocity newsletters.

POPULATION DESCRIPTION

Aerospace and aviation were disproportionately impacted by the pandemic, creating a temporary decrease in A & P technician demand, particularly in the commercial aviation sector. The pandemic also decreased certificate completions. In 2020, the FAA issued 30 percent fewer new mechanic certificates than it did the previous year. Current national FAA projections show the number of retiring mechanics will outpace new entrants through the next decade, meaning the aviation technical workforce will not start meeting new demand until 2032. The projection does not consider non-commercial personnel needs, leaving no bandwidth available to meet increased workforce demand for rotorcraft, business aviation, general aviation, or emerging technologies. In Central Oklahoma, projections show new demand 2020-2030 for mechanics at 12%; welders and machinists at 8%. MNTC?s aerospace training will support new workers needed for experienced technicians retiring in the next ten years in Central Oklahoma.

PERFORMANCE MEASURING

MNTC uses multiple measurements to ensure successful program performance. Staffing, equipment, and facility plans define the budget. The construction metrics are built into vendor contracts and maintained through MNTC Board of Education-approved changes. All program measurements are collected annually through the student information system and surveys. Data collected includes: Enrollment, Completion, Retention, Student Satisfaction, Credentials earned, Advisory Committee Satisfaction, Positive Placement, Related Placement, Average Hourly Wage, Graduate Satisfaction, Employer Satisfaction. Program improvement goals are set and evaluated annually to ensure each program maintains a high standard of excellence.
