PROJECT PURPOSE
The Tishomingo Municipal Authority (TMA) owns and operates a wastewater system that consists of a wastewater collection system (sewer) and a wastewater treatment Plant (WWTP) that serves the residents of the City of Tishomingo and surrounding areas. Currently ODEQ is in the process of drafting a consent order. The (WWTP) was originally constructed in the 1950s with some addons done later. Key mechanical equipment and systems at the WWTP have reached the end of their service life, resulting in excessive operation and maintenance requirements. In addition, various treatment process structures have cracks, leaks, or other structural issues or design limitations. All eleven lift stations are in need of rehabilitation and experience frequent bypasses causing unpermitted discharge into the surrounding creeks. This request is to rehabilitate the current system and make it ODEQ compliant and expand the capacity of the facility, construct a new alternating-zone extended-air activated sludge system adjacent to the existing WWTF site. The existing WWTF would be kept in service during construction.

POPULATION DESCRIPTION
The city of Tishomingo is a growing small town in Johnston County and has seen an exponential increase in seasonal population due to the pandemic. Tishomingo is in a rural part of Johnston County that has numerous waterways and outdoor recreations where people can vacation safely. In addition to the increase in tourist population Tishomingo has the only two hospitals in the county. Tishomingo is the Chickasaw Nation?s capital. The Chickasaw Nation holds several festivals and activities in and around the city of Tishomingo they also own one of the hospitals and provide numerous other services to the community. The Chickasaw Nation is currently expanding its hospital and health services to meet the COVID demands. With all this new influx of people has put a strain on Tishomingo?s sewer system that was already inadequate and struggling to keep up with demand. Johnson County has had 2998 cases of COVID with 47 deaths. Tishomingo?s LMI is 55.95% and has a population of 3133 of which 19.8% are elderly. Murray State College is also located in the City of Tishomingo it brings in 2143 students to the town. The city of Tishomingo has an additional seasonal population of 1500.
PERFORMANCE MEASURING
Project performance during construction will be monitored by the City of Tishomingo, Engineer and Grant Administrator. The engineer and grant administrator will work together to prepare and submit all required documents to the City for approval and the Grant Administrator will submit the approved documents to the program website. In addition to the City Manager & WWTP staff Tishomingo has an employee dedicated to handling grant and project information for the city.
