PROJECT PURPOSE
The purpose of the request is to address flooding within the pedestrian tunnels of the Oklahoma State Capitol Complex. The water intrusion into the tunnel areas impacts: the office of Oklahoma Emergency Management, Department of Human Services commission/training room and the Office of Management of Enterprise Services Concourse Theater. The tunnel areas connect agencies and allow for mobility between buildings. The COVID 19 pandemic uncovered major issues within the tunnels. It became obvious the tunnels are an unsafe space as air is not able to recirculate adequately. Airflow is restricted, which limits fresh air coming and being properly vented out. This impacts all who use the tunnels to gain access to state services. In addition, these tunnels are critical during a pandemic. They provide a safe area to adequately distance people while moving between buildings. The tunnels also can serve as a temporary response area, allowing employees to set-up workstations at a safe distance. These tunnel are also emergency evacuation space during severe weather, like tornadoes. In addition, the concourse theater has served as a staging area for citizens accessing governmental services for pandemic assistance. Currently, water infiltration has forced the state to shut the tunnels down. The HVAC system is outdated and does not provide safe ventilation. The tunnel system has the potential to serve as a response center, and also protect individuals walking between buildings during inclement weather. There is also critical maintenance and network infrastructure that run along the ceilings of the tunnels. Both network/data lines, along with mechanical chill water piping, are in these areas. This includes items, such as the network/data systems that support tenant agency programs that provide services to all Oklahomans. Continued water intrusion puts these systems at risk. External excavation is required to properly address the issue. Funding now would prevent any further long-term damage to these pedestrian traffic areas and reduce risk to major infrastructure.

POPULATION DESCRIPTION
The continued degradation of the specified areas in question; tunnels, Emergency Operation Center, Department of Human Services and the shared Concourse Theater will lead to the temporary disruption of services that impact all communities. The health & safety of those that specifically work in these areas and provide services directly to the communities is continuously in question due to the limitation of the current air distribution systems and the long term impact of water intrusion of these areas. The continued degradation of these areas puts critical data/communication infrastructure that provides services to all communities at risk. Failure of these critical infrastructure items during statewide emergency conditions will have a direct impact on the Emergency Operation Centers ability to coordinate relief services to those communities in need. Proactively addressing these issues now maintains the State of Oklahoma's ability to provide these critical public services.
PERFORMANCE MEASURING
As part of the construction management process a schedule of values will be prepared by the selected contractor. Based on this schedule of values a construction schedule will be developed which will reflect the contractor's ability to deliver services and materials A substantial completion date will be established. A project checklist will be utilized that tracks the project from award through completion identifying but not limited to the following KPI's, completion of design/scope of work development, construction bid process, submittal reviews, change orders, owner receipt of O&M manuals or as build drawings if required, and final project completion.
