PROJECT PURPOSE
To build a state-of-the-art, 72-bed, medical center for the treatment of substance abuse and addiction. Although he majority of beds will be dedicated to medically supervised detoxification, all services will be provided in a facility designed (from the beginning) to ensure that COVID-19 will not be a barrier to Oklahomans seeking recovery from addiction. As a 501(c)3 with 40 years' experience treating indigent Oklahomans in need of medically supervised detoxification, all of our services are available on a sliding scale and often free (to those that meet eligibility). We also intend to build a secured section within our new building dedicated to serving a cooperative agreement with the county jail as part of a comprehensive jail diversion program with the capacity to treat inmates with COVID-19 and in need of medically supervised detoxification.
EVIDENCE
My name is Don Burk and I have been the CEO of TRC for the past 16 years. In that time, despite all of our resources and interventions, I have never seen our waiting list (the list of Oklahomans desperately awaiting a bed opening for treatment services) less than two weeks. Sadly, during the holidays, our waiting list swells to greater than two months. Everyday, an average of 100 Oklahomans call TRC asking for our services. This equates to 100's of Oklahomans everyday are suffering, pleading for help and TRC only has a 48-bed capacity to serve its community's needs. TRC stands ready to continue its vigilant service for Oklahomans in need of treatment for addiction and with greater capacity in our future 72 bed facility.
POPULATION DESCRIPTION
The CDC reports that approximately one in ten people sampled admitted to starting or increased substance use because of the pandemic. The opioid epidemic finally helped addiction treatment reach a national platform and with it the awareness that addiction does not discriminate against race, creed, color, ethnicity, religion, or socioeconomic status. However, the marginalized, indigent, and the homeless do not have the necessary resources to manage their lives and COVID-19 only exasperated their condition leading to increased substance use and even fewer resources for help. TRC's state-of-the-art, 72-bed, medical facility will provide its life-saving medically supervised detoxification (and other recovery services) to Oklahomans on a sliding-scale and for free (to those that meet eligibility) and COVID-19 positive testing results will not prevent patients from receiving lifesaving care for their addictions. TRC's future, 72-bed addiction treatment facility will be designed from the very beginning with treating addiction alongside COVID-19 because that is the future.
PERFORMANCE MEASURING
TRC is primarily funded by the Oklahoma Department of Mental Health and Substance Abuse Services and we are subject to rigorous quality testing and site monitoring on a quarterly basis and annual program performance reviews with quality outcome comparisons and contrasts with other state funded facilities and state benchmarks. TRC is also held to the highest national performance standards as a CARF accredited comprehensive addictions treatment facility.
