PROJECT PURPOSE
The requested funds totaling $24,380,660 will be used to improve the safety and code compliant portions of the Tulsa Performing Arts Center and the Chapman Music Hall. These funds will be used towards construction and materials, thermal & moisture protection, finishes, equipment, conveying, fire equipment, plumbing, HVAC, electrical, and contracting insurance fees and services. Since the building was built in 1977, many codes have changed, and many services are not fully accessible. These funds will update our facility to be fully accessible to all patrons and help to ensure an equitable, comfortable, and safe experience while attending programs in the building.
EVIDENCE
The McIntosh Group, LLC conducted an Access Barrier Study of the facility, which resulted in an Access Barrier Report of 531 pages and nearly 2,000 safety and code compliance deficiencies. The building is forty-five years old and has never had any major renovations or significant safety or code compliant upgrades. Manhattan Construction, working with Beck Design, has provided a breakdown of cost estimates for the safety and code compliant upgrades.
POPULATION DESCRIPTION
Currently, anyone who has a physical disability faces challenges in our building at every corner in both public and back stage areas. There is absolutely no equitable experience possible in the current building. Correcting the thousands of ADA and safety compliances deficiencies would make The Tulsa Performing Arts Center accessible to all. The original mission of the TPAC was to be "everyone's place." At this time it is simply not possible for the Performing Arts Center to fulfill it's mission to be a place for everyone. For The Tulsa Performing Arts Center to equitably host the 11.5% of Oklahomans under age 65 years (455,000 people) who have disabilities, these deficiencies must be addressed. Additionally, basic safety improvements for the good of all populations who visit and work in the center are equally as important and necessary. Loss of revenues during the pandemic resulted in a total inability to address these significant safety and code problems.
PERFORMANCE MEASURING
The Tulsa Performing Arts Center would expect to see a significant rise in visitation numbers, additional programming, and economic impact of the downtown Tulsa area. These are statistics and points of impact that we monitor and publish annually. Safety and code compliant upgrades to the Tulsa Performing Arts Center directly ensure that The Tulsa Performing Arts Center is elevated to a new level of safety and allows for necessary equitable access and increased safety measures so that all our patrons, staff, and other constituents can fully access the building. Use of these funds will provide services to the extent of the drastic reduction in revenue experienced during the pandemic and address negative economic impacts caused by the public health emergency.
