PROJECT PURPOSE

JAMM Transit will establish the electric vehicle National Service and Innovation Center in Atoka, Oklahoma in cooperation with GreenPower Motor Company. The facility is designed to make Oklahoma the leader in rural electrification and provide the example to the nation on how to diversify energy sources. The Center will be the training facility for all national operations where people travel from across the nation to receive training on how to electrify transit systems and how to operate and maintain EVs. The $25 million in ARPA funds will be used to full electrify JAMM Transit in the four counties. It will set out a charging infrastructure in the four counties that will have beneficial use for a wide range of potential users. The 60-vehicle fleet will become all electric with buses manufactured in Oklahoma. The facility maintenance and operational facility (The National Center) will be built and equipped in Atoka where JAMM Transit will operate from as well as serving the purpose of the National Center. The process of electricity JAMM will serve as the national model of how to go about switching to EVs, thus creating more economic activity in Oklahoma.

EVIDENCE

The JAMM Transit electrification project and the establishment of the National Center in Atoka will allow GreenPower Motor Company to move manufacturing of medium- and heavy-duty transit and school buses to Tulsa along with its US Headquarters. Such will provide for 900 new jobs with initial earnings impact of nearly $45 million per year and sales impact will be nearly $264 million per year. At full production the GreenPower manufacturing site and the National Center at JAMM Transit will account for $500 million per year in economic activity to the state.


POPULATION DESCRIPTION

The implications of the COVID-19 pandemic on rural populations have been severe, with significant negative impacts on unemployment, overall life satisfaction, mental health, and economic outlook. While this project will impact the entire state of Oklahoma as a result of new EV manufacturing in Tulsa and Creek counties, the specifics of the National Center will benefit the economy of the four rural counties by providing short- and long-term jobs, enhanced transportation opportunities to work, school and health care, and increased tourism as a result of travel from around the country for training and education at the National Center. The project also provides the opportunity for the rural counties to be a leader in alternative energy sources, economically benefitting from savings in its transportation programs and industry growth.

PERFORMANCE MEASURING

The project will set milestones for implementation related to the construction of the maintenance and operational facility (the National Center), the analysis and implementation of the four-county charging infrastructure, and the manufacturing and delivery of the 60 EV buses. This economic impact will be analyzed and reported. The fulfillment of these deadlines will be recorded, and data related to the deployment of the vehicles and the benefits of the alternative energy source will be tracked and reported. Economic benefit from activity created at the National Center will be tracked and reported.
