PROJECT PURPOSE
Provide water, sewer, and stormwater infrastructure for mixed use development in the Core to Shore Project Area. The Core to Shore Plan, adopted by the City of Oklahoma City in 2008, is the mitigation and redevelopment plan for plan for the area impacted by the ODOT relocation of Interstate 40. This is specifically the Strawberry Fields portion.
EVIDENCE
Policies in Oklahoma City's comprehensive plan, planokc, adopted in 2015, outline the implemention of the Core to Shore Plan, creating a vibrant, diverse environment that connects the energies of our downtown and the river. These initiatives include mixed-income urban housing in a walkable environment near active open community spaces, and and community services for all levels of income. Oklahoma City has a proven track record of using infrastructure incentives to lead private development.
POPULATION DESCRIPTION
The cost of infrastructure has been the primary impediment for getting a workable private development agreement in this area. The Core to Shore plan goals include workforce housing and integration of active space with public investments to mitigate the impacts from the freeway relocation and industrial blight, which has impacted residents in and near the subject area for many decades. Shopping opportunities and new affordable housing units built in the subject area would benefit low-and moderate- income residents in the immediate area and in the neighborhoods just south of the Oklahoma River.
PERFORMANCE MEASURING
Installation of water, sewer and stormwater mains will meet Oklahoma City Water Utilities Trust (OCWUT) and Public Works' standards, meeting the expenditure deadline of Dec 31, 2026. The goal is to trigger additional private development, which will be measured via City building permit data.
