PROJECT PURPOSE

To upgrade the City's wastewater treatment facility to expand it from 7.1 MGD to 8.2 MGD with a treatment stream that will treat up to 4.1 MGD to a higher standard for indirect potable reuse.

EVIDENCE

The City is under a Consent Order (19-200) from the ODEQ to submit approvable plans and specs for the construction of the WWTF expansion by Feb.1, 2023. The WWTF expansion will alleviate multiple chronic bypasses in the collection system. Construction will be complete December 2027.


POPULATION DESCRIPTION

This project address wastewater treatment limitations that contributes to wastewater bypasses in the collection system as well as including a treatment side stream that will treat water to a higher standard for indirect potable reuse. The project benefits everyone in the community by mitigating untreated wastewater bypasses and providing a raw water source for drinking water if environmental conditions limit the availability of the City's existing raw water sources.

PERFORMANCE MEASURING

This will be a construction contract and the measurement will be based on progress of the construction. All necessary reporting, progress and financial, will be tied to the contractor's pay applications to ensure timely information being reported on the project.
