PROJECT PURPOSE

The deployment of high speed broadband in unserved and underserved rural areas of Oklahoma with speeds available of a minimum of 100mb/100mb in all areas and in many areas up to 300mb/100mb. The area proposed is predominantly the western half of Oklahoma (excluding the Panhandle) that is indicated as unserved or underserved and also excluding census blocks where federal broadband obligations exist for programs such as CAF2, RDOF or ReConnect. We believe a substantial majority of the rural countryside falls into the remaining category of unserved and underserved.

POPULATION DESCRIPTION

Those residents living outside of county seats and small communities are typically receiving broadband speeds of 25mb or less which significantly limits their ability to work from home, for children to do homework at home and their overall quality of life. Having access to affordable, high speed broadband significantly improves their economic opportunities as well as schooling dynamics for children. We have seen tremendous increases in broadband usage by our rural subscribers during the covid pandemic that is well publicized across all internet providers especially those serving the rural markets.

PERFORMANCE MEASURING

Providing available, affordable high speed broadband speeds of at least 100mb/100mb to all unserved and underserved locations in Counties which we propose to serve. As a CAF2 program participant with the FCC, we are well versed in documenting such coverage and being audited in our results.

Nextlink is an active participant in the FCC Connect America Fund 2 program with a total of $282 million in funding. Our CAF2 area includes portions of rural Oklahoma where we have certified as of January 2022 to meeting 40% of our CAF2 obligation a full year in advance of our required date. Additionally, Nextlink is a provisional winner in the FCC Rural Digital Opportunities Fund for $429 million across 11 states including Oklahoma that provides for the provision of high speed broadband.
