PROJECT PURPOSE

This project will address a critical need for pediatric behavioral health services in Oklahoma. We propose these funds be used to build a free standing pediatric behavioral health facility that serves pediatric patients (18 and under) from every county in Oklahoma. The state-of-the art facility will be unlike anything currently available in this region of the county. This facility places Oklahoma among an elite group of states in the advancement of pediatric behavioral health services. The legislature and Oklahoma Health Care Authority are aware of the challenges faced in finding inpatient treatment options for Oklahoma youth and have already begun work with the University Hospitals Authority to find certain funding options for a basic inpatient facility with room to expand. However, the preliminary research conducted has indicated that best practice in the design of these facilities would include more comprehensive services above and beyond acute inpatient options. We are proposing that funds be utilized to more fully develop a comprehensive pediatric behavioral health facility that would include the most advanced inpatient facilities coupled with outpatient facilities. This facility is critically needed by Oklahoma families today but the long-term impact of addressing pediatric behavioral health needs will benefit all future Oklahomans.

EVIDENCE

According to the National Research Council and Institute of Medicine, nearly 1 in 5 children have a mental, emotional, or behavioral disorder. Children benefit from early diagnosis and treatment but unfortunately only 20% of children with these disorders receive care from a specialized mental health care provider. The CDC also provides information on needs in pediatric behavioral health at Improving Access to Children?s Mental Health Care | CDC. Oklahoma Children?s Hospital (OCH) currently holds more than 40 children a month that should be treated in Acute 1 or Acute 2 pediatric behavioral health facilities. OCH, DHS, and OHCA currently cannot find in-state or regional placement for children with co-occurring disorders.


POPULATION DESCRIPTION

Pediatric behavioral health issues impact all Oklahoman?s regardless of location or socioeconomic status. However, some struggle disproportionately in accessing care. These include: the economically disadvantaged; children with co-occurring health issues such as diabetes, eating disorders, and COVID-19; children with developmental disabilities; and children who are in state custody. Children with co-occurring medical, developmental, and behavioral health diagnoses have limited options for in-state treatment. Behavioral health issues have been exacerbated by the pandemic as children?s routine educational, social, and family dynamics have been interrupted. Oklahoma Children?s Hospital ED has seen a significant influx in behavioral health needs. This increased volume often related to depression, anxiety, or suicidal ideation has highlighted the need for specialized short and long-term care facilities and intake processes to more appropriately serve this vulnerable population.

Metrics provided by UHA include construction milestones developed by architects and construction management teams and organizational metrics including licensing, program accreditation, and staffing.
